IRCTC Connect official app is currently obsolete and that is why you couldn’t view in AppStore. Even if you have installed the app earlier, you won’t be able to book the ticket. I hope the new app as in Android will be available soon for IOS too.

I checked with IRCTC and here is the I got from them.
Dear Customer,
With reference to the approval from Competent Authority, iOS App is closed w.e.f. 12th April'17.
As such booking will not be allowed but cancellation should be continued through App. Customer can also visit IRCTC website for ticket history ( Old Ticket booked history mobile app) & Cancellation.
We need to find contact details of Competent Authority or should inform Railway Minster directly to resolve this.
I think ... apple should take initiative and contact indian rail to bring back irctc app back to IOS. It’s utility type of apps which is widely used by whole indian.
We have tried to contact rail ministry but no response till date
Contact the app developer and tell them to contact apple to make it available. Apple doesn't just take down apps for no reason

Yes rail connect app is so fast for booking of Indian railway by mobile
apple didn't take it down. IRCTC officially withdrawn it. i thought they are going to relaunch updated version, but android app updated and ios app stands withdrawn till now.
Ask IRCTC.. and if you get any reply from them, please let me know.

Contact the developer of the app, only they can potentially put it back in the store, nobody on here (i.e. fellow users), nor Apple, can do that
