As long as it's stuck, there will be a file at /Library/Logs/ServerSetup-devicemgr.log (or maybe -devicemanager.log or -ProfileManager.log, I forget). If nothing in that file jumps out as a problem, paste its contents here and I'll see if I can see anything.

Try this command:
iconv -c -t UTF-8 < /Library/Logs/ServerSetup-devicemgr.log > ~/Desktop/ServerSetup-devicemgr-clean.log
Then try pasting the lines from ~/Desktop/ServerSetup-devicemgr-clean.log.
The parts of file I was trying to send was from the ServerSetup log, FYI.
Here is the response to this command:

You need to look in /Library/Logs/ for the correct file name. It's ServerSetup-<something>.log, but I forget the exact name. You'll need to adjust the command accordingly.
