Can I backup everything except photos and videos?

Can I backup everything except photos and videos to the iCloud? If so, how?

iPhone 5s, iOS 10.3.2

You don't control what gets backed up. Regarding images, only what's in your Camera Roll is part of a backup, not the entire Photos Library.
