That feature was removed from the beta versions and is not yet available for this full release. When it's available you'll find it in Settings --> Messages. From there you'll see the Messages on iCloud option. I guess we'll need to wait for the next iOS version?
You can receive the same messages on all of your devices if they are all using the same Apple ID. Make sure your signed into iMessage on all devices in Settings>Messages. Then, on your iPhone, enable Text Message Forwarding in Settings>Messages>Text Message Forwarding. Turn it on for the iPad and Mac.
Note that when you delete a message on one device, it does not delete it on the others. That's the way it works.
I thought that iOS 11 was going to introduce syncing of messages on all devices. For example, if I dleete a messgae on my iPhone, it deletes it on my iPad also.

You would only see that setting on your Phone.
As to why you don't see it at all on your phone....It happens occasionally and I don't know if there is a definitive answer as to why. Try turning off iMessage on all of your devices. Power them off and power them back on again. Make sure all devices are signed into the same Apple ID. Then, sign into iMessages on the iPhone.
Other things to try. Reset your network settings in Settings>General>Reset>Reset Network Settings. You'll lose saved WiFi passwords but nothing else. You could also try Resetting All Settings but that's a pain to recover from.

When I go into settings>Messages I do not show an option for text message forwarding. Any ideas for finding it? It doesn't show up on my iPhone or iPad.
