iTunes won't start - missing .dll file ?

My iTunes won't start it just throws up a message saying : "This program can't start because api-ms-win-crt-runtime-l1-1-0.dll is missing from your computer. Try reinstalling the program to fix this problem.". I've tried reinstalling loads and updated Windows 7 and did something with Outlook too that an article online said to too. Nothing works. It seems to be stopping me getting photos that are saved somewhere weird on my iPhone, but not on the phone memory, on iCloud I imagine somewhere. Although I can't seem them in iCloud online or in File Explorer to grab them and transfer them to my PC, I can only view them on my phone somehow. I read it needed iTunes to download photos to my PC for some reason. Any help at all with this is gratefully received, but if its very complicated I think I'll struggle.

Thanks.

iPhone 5s, Windows 7

For general advice see Troubleshooting issues with iTunes for Windows updates.

The steps in the second box are a guide to removing everything related to iTunes and then rebuilding it which is often a good starting point unless the symptoms indicate a more specific approach. When reinstalling right click on the downloaded setup file and use run as administrator. It may also help to pre-install the Microsoft Visual C++ 2005 Redistributable and/or the Microsoft Update for Universal C Runtime.

Review the other boxes and the list of support documents further down the page in case one of them applies.

The further information area has direct links to the current and recent builds in case you have problems downloading, or want to revert to an older version if the current one won't work properly for you at the moment.

Your library and device backups should be unaffected by these steps but there are links to backup and recovery advice should it be needed.

See this post on duplicate Songs and this one on sync issues.

Thanks, but I tried the total uninstall, deleted folders and reinstalled, but it came up with exactly the same error message. Now I can't reinstall iCloud either as it says 'There is a problem with this Windows Installer Package. A program run as part of this set up did not finish as expected. Contact your support personnel or package vendor.'. I tried a few times :-(
