Windows 10 won't install on my Mac Mini

I have a Late 2014 Mac Mini running Sierra 10.12.5 that I am trying to install Windows 10 on with Boot Camp and it is not working. I've tried both Creators and Anniversary and neither one will install. I've downloaded both ISOs. I'm using an 8GB SanDisk USB 2.0 flash drive. I have plenty of space and I've gone through the entire Boot Camp process several times. I get to the Windows install screen where I have to choose a partition and it won't take the BootCamp partition even after I format it. I get the error "We couldn't create a new partition or locate an existing one". One suggestion was deleting the first EFI partition and that allowed the install to start but the install errored out and wanted a reboot. A reboot got me to the same place and didn't fix anything after a disk check. I feel like I'm following all the steps but I'm not having any success. The kicker is that I previously had successfully installed Windows 10 Anniversary and it worked fine except for the fact that running the Creators update would always fail at the end and then roll back to the previous version. Any help would be greatly appreciated.

Hey viral1,

If I understand correctly, you are receiving a partition error when you are trying to install Windows. It looks like you have already done some troubleshooting. ​I would recommend you read this article and use it to help troubleshoot the issue.

Unfortunately I'd already tried that. I unplugged every USB device from the Mac except for the USB flash drive containing the Windows 10 flash drive that Boot Camp set up as soon as . I'm assuming that it needs to be plugged in for the install. If that's not the case, at what point do I unplug it? I don't even plug the USB keyboard back in until I need it to step through the Windows install process.
