Trouble enabling Safari on iTouch 5

My daughter has an iPod Touch 5 and I previously restricted Safari. I am now unable to disable the restriction. I have disabled all restrictions to try to restore it. That did not work. It shows Safari with a hazy font and doesn't allow me to toggle over to click on it to make it "green". Any ideas on how to reinstall Safari without rebooting the device?

iPod touch, iOS 9.3.5

You might need to reboot the device.

Try Force an app to close on your iPhone, iPad, or iPod touch to force close the Settings and reopen to see if you can make the changes.


Also, be siure you are entering the right passcode for Restrictions.
