cannot sync contacts with bluetooth - uploads all email address ever used but not all phone contacts

A lot depends on the vehicle and the unit they use. My car automatically syncs all contacts upon connection every time I turn on the vehicle. Have you checked with the manufacturer on how to sync contacts?
yes however they suggested I contact Apple as its my phone set up rather than the unit- the unit is pulling in more contacts that I have in my contact list. I assume its the way contacts are set up on the phone but not sure
Most likely Apple will simply tell you to contact your vehicle manufacturer as they won't have details of every car unit out there. You may get better results searching online including year and make of your vehicle along with "sync iOS contacts"
Your vehicle manufacturer should know their unit and how it syncs. They probably don't know (or don't care) so they suggest you go to Apple. In almost every instance Apple talks about Bluetooth in their instructions they say to refer the the device instructions for further help. They give basic information on pairing but beyond that they'll always refer you back to the manufacturer.
