VoiceOver reading time not notifications when sceen locked

Hi,

I'm looking to have VoiceOver read my notifications when my phone is in my pocket and I am wearing my headphones. I have set VoiceOver on and have set Always Speak to Notification to on.

However, when I get a notification Voice-over reads the time rather than the new notification. I have to take my phone out of my pocket and select the notification in order for VoiceOver to read it. Is there a way to have VoiceOver read the notification?
