I'm having trouble backing up my data from iTunes to a replacement iPhone 7. If I set up the replacement iPhone 7 as a new user can I still backup my dater to mt new iPhone at a later date.

Yes. For security on a Mac go into iTunes > Preferences > Devices, right-click on the recent backup and select Archive from the context menu. This ensures that iTunes cannot overwrite the backup set you want to try to restore later.
