How will i recover my deleted pics contacts etc.... again

Were the contacts and photos synced to iCloud or were they backed up?

If the contacts were synced to iCloud, you may be able to log in to www.icloud.com from a computer, click on the Settings app there, then click Restore Contacts in the Advanced section.

If photos were in iCloud Photo Library, the deleted photos are kept for approximately 30 days in the Recently Deleted folder on your device and on iCloud.com.

If they weren't synced to iCloud you may be able to restore them from a backup: Restore your iPhone, iPad, or iPod touch from a backup - Apple Support
