Within Safari, open its preferences and click on the Advanced tab. Turn on the check box at the bottom to Show Develop menu in menu bar. At any time you wish, you can now press Command+Option+E to empty the cache.

To clear all cookies, you will again use Safari's preferences. Click on the Privacy tab. Click on Manage Web Site Data. Click the button to Remove All.

Oddly, yes. It doesn't work as straight-forward as it should. Usually, you have to clear the cookies, then quit Safari. Launch Safari again. If cookies are still present, clear them again and close Safari. They should be gone after that.
