I have tried holding both the crown and power button down and it will restart the iwatch. when it starts back up it is still in water eject mode and will not recognize me turning the crown...?

Operation of the Digital Crown can be affected by substances like dust. Should it stop operating as expected, then it may help to clean it by following the steps here:

The crown is not stuck, I put my watch on the charger and eventually got it out of water mode but the watch does not register me rotating the crown.. pushing down the crown works but not turning it
