I have my iPhone 4 updated with the latest iOS available, the 7.1.2. There is nothing higher than that.
The problem is, I can't install most of the popular Apps on it as YouTube, Facebook, Google etc. All those apps are asking for iOS 8.0/9.0 or newer! Which doesn't exist for iPhone 4!
So, am I stuck to not be able to install all those Apps anymore?!??

I know this sounds annoying. But the iPhone 4 was made in 2010 which was 7 years ago and you can't really expect it to be kept up to date with the latest things. My answer is to simply get a new phone.

That's absolutely ridiculous! My iPhone 4 runs grear and does what I need. Why should I discard something that is working perfectly? Those apps should work with any iOS version, or have versions available for older iPhone models. Not even Google app I'm able to download.... ***?

Is not powerful enough to run them.
Upgrade iPhone if you can iPhone 6s is still a good iPhone
Your iPhone 4 has a 32 bit system all apps will soon run on 64 bit system.
All tech gets updated all the time not just apple.

Until you get a new phone that will support the newer ios levels, you will not get apps that need the newer ios levels.
It's up to app developers to have versions available for older OS versions. Have you asked them?
As an alternative, all the apps you mention can presumably still be run through Safari?
