After all this time, I think I have resolved this issue. Here is what I did. I found the APLZOD.DLL file, not where most people said it was on their computer. C:Program Files(x86)\CommonFiles\Apple\InternetServices. I deleted the file and then on my desktop went to Settings - Apps - iCloud Clicked on it and then MODIFY. iCloud rebuilt the file including any missing files. Then went to http://smallbusiness.chron.com/to-sync-ipad-calendar-outlook-76423.html and followed the instructions listed [more or less] some of their instructions didn't quite match my menus, but did everything listed. Opened iClould and resynced with Outlook. Opened Outlook and then Calendar, and Clicked iCloud and icalendar.ics and there is was. All coloring for Categorizing is lost and disappears every time I reopen the calendar, but all the information is now synced with my ipad.
