iPhone counts steps during cycling workout

I've been using the workout app on my Apple Watch to track cycling workouts, which is very nice, it shows distance, heart rate, etc, in a nice format on my phone. And it syncs that data with the Apple Health app, and with a calorie counting app I use.

But I have found that the iPhone is also racking up "steps" data the entire time I am riding my bike. So when I finish a ride, the Health app shows thousands of steps (and floors climbed, and distance walked) that are not real. I can go back in and manually delete that data from the Health App, but that is a huge pain, and I assume that it is also probably affecting the active calorie count?

I've seen threads on this topic that are years old, why is it still an issue? When I select a cycling workout in the workout app on my watch, why can't it just tell the phone to stop counting steps? Am I doing something wrong?
