I would like to know if there is a way to download boarding passes stored in your iphone Wallet app (Iphone 5 - IOS10.3.2) to your laptop?
I need a paper copy to get refunded for a flight delay.

No, but you should be able to easily go to your Airlines Website to print out a copy, or get one from your e-mail address as it should have been sent when you generated the boarding passes.
At worst as mentioned you can get a screenshot from your iPhone and Print that out.
What about just taking a screenshot and printing it out or mailing it to yourself?
