I deleted the Wallet app from my iPad to save space. I want to restore it. I cannot find it in the App Store

Assuming your Tag line is correct, then your iPad is not compatible with Apple Pay.
Only iPad Air 2 and later.
So there's nothing in your Settings app between iTunes & App Stores and Mail?
What do you see there?

There is no Wallet App on the iPad so you could not have deleted it.
You can access Wallet from Settings->Waller & Apple Pay but there is no separate App on the iPad.
As stated, there is no Wallet App on the iPad. Please read the article you linked, and notice the difference between the iPhone, and iPad instructions.
I did. The first step says "go to settings & select wallet & Apple Pay". I went to settings & I don't see that option
