I have an iphone 6, I like to know how to rename a video or photo file on my phone?

You can't. Since the Photos app does not show any file names, and spotlight search does not search by filename for Photos videos or files there's no mechanism for accessing or changing a file name.
If you really need to rename a photo or video you would need to move the photo or video in question to an app that exposes file names and lets you edit them.
