playlist order keeps resetting

Every time I quit iTunes, the "manual play list order" I set keeps changing back to a random order (but the same order none the less). I have to keep hitting Edit Playlist and choosing Manual again to get it back to the order I had before. Why does iTunes keep doing this, and how do I keep it permanently as Manual Order. Get's tiresome having to keep setting it back.
