If I had read reciepts turned on before I blocked a number, will my previous read reciept still be visable to them after I block it?

Yes, anything they received from you prior to you blocking them will still be available to them on their device. Blocking someone has no affect at all on whatever the blocked person has already received and has on their own device. It merely blocks you from receiving further communications from them.
