Can I use Apple TV as a HomeKit hub WITHOUT allowing access to my iCloud Photos?

I understand I can use my Apple TV for home automation by signing it into the same iCloud account as my iPhone. However, I believe this means anyone using the Apple TV can view my iCloud Photos (or turn on the option to do so) without requiring my iCloud password. Is this really the case and is there anything that can be done to prevent that?

OK, the "Restrictions-without-setting-any-particular-restrictions" explanation seemed a bit too mysterious and counter-intuitive to me so I've done some experimentation. I now believe it has nothing to do with Restrictions. (I.e. you can turn on iCloud Photo Library and turn on Restrictions and it makes no immediate difference.). Instead, I think the answer is to wait a while. For some time after signing in, it is possible to toggle iCloud Photos on and off without being challenged for the iCloud password. This pervades even through restarts. However, after a longer period (perhaps an hour) the Apple TV wants the password in order to turn iCloud Photos on. I've tried this twice now and it seems fairly conclusive to me. It doesn't seem to be documented anywhere that I can find, though, so I'll leave this information here in case it's helpful to others with the same question.
