Hello, my HD crashed today because of FileVault disk encryption, therefore The Apple Guy paused it and reinstalled my HD to Mac 10.10. Unfortunately I need to upgrade my MacBook to Sierra 10.12, otherwise I cannot install apps which I need to use for work (for example Sketch software). It looks like Sierra needs FileVault. Any suggestions on what should I do in this case?

FireVault is not required, but from the screenshot it looks like you selected to have it on.
FireVault will also not stop you from upgrading to a higher version of macOS. Note that to change FV settings, you need to click on the lock icon and enter your admin password.

FileVault is an option that you must have selected. It is not a required option for Sierra.
