I'm trying to make a financial transaction by scanning a QR code via a banking app installed on my iphone 7 plus. But using the 'scan to pay' option on this third-party app only launches the iphone camera without any scanning being performed. Pls advise.

Yes, since QR Reader app is working fine, you don't have to worry about a possible hardware issue in yr iPhone.
I think that the only thing you can do now is to contact the bank (or the company who developed the app).
Only those people can give you the proper answers to your doubts / problems.

The app works perfectly on android. So not sure if this is an Apple issue.
I installed QR Reader on my iphone and all it does is return a QR code after scanning.
What happens in the app (while using on android) is that the app scans the QR and then continues further processing of payment without showing me any QR code. This is the expected operation.

You'll need to contact the developer of the app if it's not performing as advertised.

To be sure it's not a problem of your device, you could install a free app (i.e. QR Reader for iPhone), and try it. If it works, follow the indication that panchososa694 gave you.
