My iPhone 6 was stolen and I wanted to resell it because it still has value. What is my best course of action? Is there a serial number or any historical data about the phone on iCloud?

That's a very confusing post. If it's stolen, you cannot possible resell it. If it has been recovered, just power it up and look in settings for the serial number.
iCloud does not contain anything like serial numbers or other hardware identification of the devices you use with your AppleID and iCloud.

B) How can you sell something that was stolen, which implies you no longer have it?
if you synced it with your computer you can find the serial in the settings of iTunes on same computer
