To Read and Annotate PDFs on the iPad and the laptop?

I want to read, highlight, and annotate PDF documents on the iPad Air and also my Windows laptop. I currently think that to keep the versions synchronized, Google Drive is the best option. What app can I use on the iPad?

The pdf file format is "standardized". You should be able to use any viewer on a pdf file.
