Can my Spotify music be put in my iCloud?

I've been trying to figure this out for my father and haven't had any luck. I've made it to his manage storage iCloud and it shows Spotify with a green bar as if it's apparently backing up. I guess my question is can I access his iCloud and personally choose what goes where or is the iCloud an area we can not move around in and pick, choose, or place any exact files, data, pics, music, or whatever else I might have needed to move??? Maybe I thought that iCloud is something entirely different from what it is! I just assume you could click on iCloud and pull out anything or put in anything you choose? is this not what the iCloud does or am I completely wrong and it's not meant to be a separate folder to store data you don't want in your phone to free up memory.... any input would be greatly appreciated!!! I have very few hairs left to pull out of my head!!! Lol in case you missed it I'm not very technologically savvy..... in layman's terms how can I get into iCloud and see what exactly is in there and how can I move and place things I want in or out of the iCloud????
