Can an apple device connect to a non apple device

No. It means it cannot pair via bluetooth to share files. But it can still share files in other ways.

Apple has implemented AirDrop to share files over Wifi and/or bluetooth with other Apple devices that support it.

AirDrop does not require the iPhone be paired to other Apple supported devices to share files.

There are also Apps in the App store that enable file and photo sharing with other devices.

Depend on exactly what you plan on doing with the samsung phone and other no apple devices.

An iPhone can connect over bluetooth to speakers, headphones, keyboards, game controllers etc.. not made by Apple just fine.

It can even share its internet connection with a Samsung or any brand of Phone via bluetooth through Personal Hotspot.

What it cannot do, is directly pair with devices or computers (Apple or non-Apple alike) for file transfers.

The answer would be from the manufacturer of the non-Apple device (or found in the documentation).
