Same problem for me, instead of purchasing it through apple I just subscribed to Spotify where the whole album is available. I started to see more playlists and albums in that state which wasnt the case on Spotify.
Must be licensing, real shame.
There's a playlist by Filtr that has all the songs, and the cover art for the playlist is the movie's soundtrack art. I don't get how the songs can all individually be in Apple Music, but not licensed to be available officially for the soundtrack. Silly.

Soundtrack albums often has music sourced from different sources ie different record labels. The label that has compiled the album has the rights to sell the it either by Cd or digital download. The owners of the copyright decides what music can be included in the streaming services - they usually want to reserve this for themselves. Therefore, we have the situation where some tracks from the original compilation are not available but a playlist can be created by compiling the songs from all available sources in Apple Music.
You often find this in greatest hits compilations where the artist has recorded for different record labels. At the end of the day, it all depends on who has the rights to allow the music to be included in streaming services.

Some (most) of the tracks are available only to those that purchase the entire album.
Thanks. I did get this response from Apple Support:
"There are some songs that may not be available in the Apple Music, depending on the recording label."
These songs do appear to exist elsewhere in the Apple Music Library.
I had to wind up purchasing it from the iTunes Store. It wasn't available to Apple Music users.
Meaning the label wants sales right now and may offer streaming in the future.

What you can do is look up each song individually on Apple Music it worked for me
couldn't get the playlist to download either.
Some songs from Baby Driver soundtrack grayed out
