how do I type an upper case 'ß' on an iPhone or iPad?

On the English and German keyboards, hold down the lower case s and the ß will pop up as one of the extended choices, along with ś and š.

No, that is the lower case version. He needs the uppercase one, which is not on the keyboard anyplace yet.
I understand that the uppercase ß, or ẞ (U+1e9e), only became part of the official German orthography last month.
I don't think anyone knows whether Apple has plans to add it to the German keyboard layouts in MacOS or iOS. You may want to encourage this via

In the meantime, the easiest thing is probably to make a keyboard shortcut/text replacement for it.

Yes, I'm using the German keyboard layout.
When holding the key nothing happens. Using SHIFT doesn't change anything. Maybe we have to wait for an update.
