On my iPhone 7plus a noise comes up and then CNN news shows. I want to stop that from happening.
I went to settings and clicked on "Always show Next Tp" and also "Show story previews. I did not click on Notifications and Cellular Data or Background refresh. Is there another way to stop these popups?

Settings > Notifications > News > Allow Notifications should be OFF.
It's also possible that you allowed CNN to send you notifications either from its own app, if you have it installed, or from their website in Safari.
