Cannot turn off background refresh for an app

I have gone into Settings>General>Background App Refresh and turned it off so that no apps refresh until I open them. However, when I go back to Settings and scroll down to Snapchat and tap on it I see that Background App Refresh is turned on and grayed out, so I cannot turn it off. What do I do?

iPhone 6, iOS 10.2

Turn Background App Refresh On, then turn off Snapchat. Then you can turn Background App Refresh Off. Of course, if it is off it doesn't matter what any individual app is set to.
