In order to access iCloud email from a non-Apple app such as the Android email app, there is a new requirement that you use an app-specific password rather than your normal Apple ID password. In order to get an app-specific password you must turn on either two-factor authentication or two-step verification for your Apple ID. See: Using app-specific passwords - Apple Support

You don't need to have an iOS device. You can turn on two-step verification and generate an app-specific password from a Windows PC for example and use any phone number (including a landline) as a trusted phone number. See: Two-step verification for Apple ID - Apple Support

Request the "desktop" site on your phone and be prepared to be frustrated.

The appleid.apple.com website is not optimized for a mobile browser. I highly suggest you use your laptop to configure this.
