I read on Word for Mac support forum that Pages would be a better choice for creating a multipage newsletter than Word 2016.
How is that done? Any suggestions for formatting?

Pages has a number of templates (Menu > File > New from Template Chooser).
Here are the newsletter templates:
They are multipage with suggested layouts that you can change to suit. They include "nonsense" Placeholder text that is replaced as you type or paste.

Perhaps we are overthinking. Instead of looking for a newsletter template with overwhelming whistles and bells that you must move, delete or replace, try this:
Start with the default Blank template and immediately go to Menu > File > Convert to Page Layout. Ignore the dire warnings and click on Convert.
Save.
Now you have a blank "canvas" where you can create your own newsletter by inserting objects such as Text Boxes, Shapes, Photos, Tables...
Think of that document as a Drawing app. You can drag objects around on the canvas without worrying about Text Wrap. The alignment tools in Pages are excellent.
When you need a new page, Menu > Insert > Page.

It will be a steep learning curve at first, but you have this Pages for Mac forum with many positive helpers.

You are probably referring to the current version of Pages v6.2, but haven't said.
Neither Word for Mac nor Pages 6 are really suitable for newsletters unless you are publishing for the Wine Glass Half Full Association (The WGHFA), whose readers toss it straight in the trash.
It comes down to your needs and abilities. Pages '09 produces complex, attractive, and printable/PDF newsletters. The current version makes life much harder with the results very undistinguished.

Thanks, but our newsletter is more relaxed -- not suitable for such stylized formatting.
I need to find a template that will let me use a publishing mode and allow consecutive pages.
Thought Word 2016 would do it, but, alas -- not.
You can do just about anything you want with regard to newsletter creation, whether with Swift Publisher 5, Word 2016, Pages '09 v4.3, or even Pages v6.2. It distills to what process “costs” you are willing to incur in a final newletter achievement.

I've just decided that I'll try to school myself on both Pages and Word 16 to see whether one of them will
be more 'intuitive' to use for my purposes.
Also, the OLE problem that was so frustrating during the last newsletter issue has disappeared. We conjecture that it was because my colleague upgraded her various programs she uses in formatting. (She uses Corel.)
I am struck with how kind everyone is on this network. Good will goes a long way, folks! 8-)

Moreover, I got a friendly Mac user to help me design a 'template' for the next one. Using Word for Mac 2016, too!
