Ok so I've done a fresh install of os X el capitan and have updated everything that needed updating. Now I'd like to remove the user account I made so that I can sell the Mac on and the new owner can set up a new user as new.
How do I?

Did you follow the steps here?
What to do before you sell or give away your Mac - Apple Support
If you did it should boot into Setup Assistant.
If you did the updates, then it will be of no use to the new owner because your Apple ID will be associated with the software.
