two factor authentication issue

Background: Just upgraded my iPad to 10.3.2 and upon reboot, the general questions comes up and one of them is to enable two factor authentication (probably my first mistake to say yes - LOL - just kidding). I went thru the steps on the iPad and not sure it completed correctly but looks like it did. So now my other device, my iPhone is asking me to complete the two factor authentication. As I go thru the steps, the final one is that it is waiting for approval from my other device (assuming my iPad as I only have these two IOS devices). I see nothing to approve to enable for my iPhone.

Related problem is when I sign out of the iPad and sign back in, it also asks for the same approval from my other device, of which I see nothing to approve on my iPhone.

Need some assistance to get out of this looping approval issue. Actually I'd like to disable two factor authentication if at all possible.
