I have everything set up correctly for icloud drive, I believe. So when I go to save a live photo from my gallery to icloud drive it saves and shows up on the icloud drive app. But whenever I try to export the live photo into my iphone gallery it becomes flat. Does icloud drive not support live photos or am I doing something wrong?

I find the same thing. If I log into my icloud account there is a folder specificly for live photos. If I click on them online I can view the live activity, but if I download the file it just saves as a flat jpg.
I think if I download my pictures directly from my phone, to my desktop, I can save the live photo videos in addition to the pictures, but not through icloud?
To the best of my knowledge, iCloud Drive does not save the "live photos" portion of live photos.
I'm curious about the process you are describing, however. You indicate that you are trying to save Live Photos from yor "Gallery" to iCloud Drive.
Can you explain what "gallery" you are referring to, and also, why are you trying to save them to iCloud Drive?
Then you describe "exporting" the live photo into your iPhone "gallery". Again, not sure what you are attempting to accomplish here?
Can you explain?
