iOS 9 iPad not permitting Apple ID sign in

Not updatable iOS 9.3.5 early 2012, iPad3,3, A1430, MD420LL/A, with Wi-Fi and cellular... want to get into iPad to erase all data and dispose of the iPad, except after pushing the turn on button a message is there to sign into the iTunes store. After sliding to open, a popup over the home screen with a similar message to "Sign into the iTunes store" only also giving my Apple ID email address and a space to enter the password. After entering the password from the keyboard presented, another popup states, Sign in required, which disappears and the same popup with the Apple ID email address and blank password space appears. This repeats over and over. Canceling the popup only brings back the Sign in Required popup and Sign in popup again.

The Apple ID and password are valid.. to confirm I entered the iTunes account on my Mac Air. While in the iTunes account I removed the iPad as a device to purchase or download from the store. Is that the problem? Is there a way to bypass the sign in to the iTunes store requirement? Is there a means to erase / reset to factory setting without signing into the iPad?

You can restoring to factory settings using iTunes on the Mac. That will erase the device.

You could also try a forced restart on the iPad to see if that pop up screen will go away. To force restart your device, press and hold both the Sleep/Wake and Home buttons for at least ten seconds, until you see the Apple logo.

Thanks Demo your response was very helpful. Here's how I approached the problem with your input.

Tried https://support.apple.com/en-us/HT201252 plugging in the iPad to the Mac Air, selecting the iPad in iTunes > Summary and clicking Restore iPhone. But a popup stating, Find my iPad must be turned off before iPad can be restored. Go to iCloud Settings on the iPad and turn off Find My iPad before restoring the iPad. However, still cannot get into the iPad > Settings.

I Signed into iCloud using my hotmail address and found my MacAir and iPad under Devices, but not the iPhone... removed the iPad(a popup indicated it would return if still signed into the device).

Then I Signed into iCloud using my iCloud email address, the iPad was not shown under devices, just my iPhone and MacAir.

Important: I didn't realize that each Apple ID email address could have different listings of the devices owned.

With a whim, In iCloud I went to Find My iPhone and found the iPad, not just the iPhone (didn’t expect that) and most important, the means to reset to factory settings - exactly what I wanted to do!

Thanks again.
