It only applies to you sending an iMessage. If you are sending a message to someone who has for some reason turned off iMessage and you have that option set to off then they will not receive the message.
I want the option to "send as sms when imessage is unavailable" to turn off. But if it's on, does that mean it sends as SMS when imessage is unavailable on MY end (the sending end), the receiving end, or both? Example: while I had this option on, if I texted a friend whose phone was on airplane mode or off, it would go through as sms and not imessage. With this option off, if I imessage someone and their phone is on airplane mode/off, would it send as SMS because imessage is available on my end? Or keep it as an undelivered imessage because imessage is unavailable on their end?? I hope that made sense! Basically I'm asking what scenarios constitute that imessage is "unavailable"

When a person's phone is off, an imessage can't be delivered to them. So if imessage works on my end but their phone can't receieve because it's off, would it still go through as SMS with the option I'm posting about turned off? Or stay imessage, and just show 'delivered' when their phone is back on?
If you turn off send as SMS it will be held on the iMessage server until the recipient turns their iPhone back on or reconnects with iMessage (assuming they turned that off).
