I currently receive a page that comes up when I try to access mail.mil stating, "SAFARI CANNOT OPEN THE PAGE, safari can not open the page "https://web.mail.mil/" because safari can't establish a secure connection the server "https://web.mail.mil/". Yet, every other DoD website I visit, I am able to access using my CAC card and a CAC card reader... Why? I have already done everything listed to troubleshoot the problem listed via militarycac.com.

Check your DOD Root CAs in Keychain Access. Make sure they are current and are trusted. There have also been some that were replaced, so follow the instructions linked below.

See here: http://militarycac.com/macnotes.htm#DoD_certificates

After that, create an Identity Preference for that website in Keychain Access for the appropriate certificate in your CAC keychain.
