How to compile a touring map with multiple waypoints on Maps OS 10.12.5

Apple Maps doesn't support anything like that. There might be some app that does. I suggest Google's My Maps service: https://www.google.com/mymaps/

There is one solution I can think of, Garmin makes a Mac app called BaseCamp that designed for trip planning. You can find it the Mac App Store.

Use Google Maps, Apple Maps cant do it.
