I upgraded to Windows 10 and then reset my whole Laptop keeping my stuff, but my apps. I reinstalled everything other app perfectly besides iTunes.

The steps in the second box are a guide to removing everything related to iTunes and then rebuilding it which is often a good starting point unless the symptoms indicate a more specific approach. Run the installer as the administrator. It may also help to pre-install the Microsoft Visual C++ 2005 Redistributable.

The downloaded installer might be corrupted. Put it in the recycle bin and try again from this Apple site.
yea, that's the one i used. It didn't work. Tried multiple times with no success.
