How to get junk mail to go to junk mail folder instead of bulk mail folder?

Mail is correctly marking junk mail coming in thru both of my linked email accounts. However, it moves it all to the bulk mail folder, leaving me another step of moving it to junk. Often it immediately repopulates the bulk mail folder, and/or will not move and or cannot be erased from the junk mail folder. What can I do to have it go directly to the junk mail folder and so not have to mess with it?

MacBook Pro (Retina, 13-inch, Mid 2014), OS X Yosemite (10.10.5)
