Russian lettering in Apple ID payment change

Ok so this just happened. I went into my App Store on iPhone to change my Apple ID payment method. I was sent over to AppleID.Apple.Com in Safari - no problem. Logged in OK, everything is find. I go do change my payment credit card info and BAM! My Payment Method gives me this Russian lettering options and PayPal. Whats going on?

My phone is set to English US language, so is my country preferences in iTunes Store.

I hate to be so conspiratorial, but with all this Russian hacking in the news, when I see this, I freak out. This shouldn't be there.
