Missing Background Stills After Restoring from a Backup

I restored my iPhone 6 from an iCloud backup of my iPhone 5s. Now, my iPhone 6 only has the Apple stills of the iPhone 5s in the background pictures. Is this some sort of consequence of restoring from a backup of an old phone? This seems like a weird and easily fixed issue on Apple's end.

Your iPhone 6 should have the walllpapers - or background stills, that are part of the iOS that the 6 is running. If you had camera roll photos in the 5 backup that you were using for wallpapers, they should still be in the camera roll since they are contained in the backup. However, photos from iCloud Photo Library are not included in the backup and may need to be downloaded again from iCloud.
