I am having problems printing from MacBook Air to HP OfficeJet 4650 All-in-one series printer. Both devices " say computer not connected." However the printer is listed on systems device list and I received a message from HP saying "Congrats you are connected." What do I need to do?

Your MacBook Air would just need to be on the same wireless network that your HP printer is connected to AND the notebook would need to be configured with the HP printer software that came with the printer ... or downloaded directly from HP.
Let's double-check that you have this printer properly set up for your network.

Go to System Preferences > Printers & Scanners > select the printer > click on the minus sign to delete it > click on the plus sign to add it back. If that does not work, go to HP's website and see if there's a newer driver to install.
