iTunes Store won't work

All of a sudden my iTunes says I cannot update my apps because of my PayPal. I attempted to add my debit card instead of using PayPal, but it wouldn't allow me, saying, "this information cannot be changed now." What do I do? I have 14 apps that need updating, and I also can't buy free apps!

According to this support article:

Payment methods that you can use in the iTunes Store, App Store, and iBooks Store - Apple Support

In order to use PayPal as a payment method, a linked credit card is required. This management of a PayPal account for iTunes billing MUST be done from your Mac or PC.
