Downgraded ipad ios from 11 to 10.3 now stuck in Activation Lock

I've tried with multiple Apple Id, mine, my boss' and a collegue's still won't go through. The device doesn't show using "Find my iphone" on neither of the accounts but I saw the device on my account in https://appleid.apple.com/account/man so I don't get why I can't Activate the device again. I've changed my password since I activated the device the first time is that an issue? or was it due to ios 11?

It was brand new, and I was able to use it until yesterday. I'm sure that if I didn't use my apple id I used my boss' thats why I've tried both. Further more I was able to see it on my apple id account but not in icloud.

This is what I'm seeing with my apple id (with my boss' I can't see the device in none of the places)

If you don't see it on Find my iPhone then it isn't locked to the Apple ID you logged into Find my iPhone or https://icloud.com/find with. You can have a device on your Apple ID account that is not Activation Locked to that account. Was the iPad new to you, or did you get it as a "previously owned?"

As I already posted, your Apple ID account is not necessarily the same as your iCloud ID, which is tied to Activation Lock. You can have an iOS device on your Apple ID account and your device can be Activation Locked to a different account.

Normally when you go to remove Activation Lock it display a partially redacted iCloud ID. Do you recognize that ID?

And are you sure it is Activation Lock? Does it actually say that, or is it just saying that it couldn't be activated?

It reads:

Activation Lock

This iPad is linked to an Apple ID. Enter the Apple ID and password that were used to setup this iPad.

Which fits my Apple ID unless those five '*' mean exactly five characters. But the first letter matches and its a gmail account.

No, it's always 5 asterisks; they don't indicate the length. Have you changed your password recently? I think it may be time to make a genius bar appointment. If you have your purchase receipt take it along (although if you bought it directly from Apple they should have a record of it).

Message: The Apple ID "<email>" cannot be used to unlock this iPad.

This is the complete message I get for all Apple IDs I've tried...

You're not using the correct Apple ID. If you cannot provide the correct Apple ID to unlock it, then you must show your proof of purchase to get it unlocked by Apple, if you're the original owner.
