Page repeatedly scrolling back to top (Safari/iOS)

Using Safari on an iPad Mini 2, iOS current (10.3.2)... At a few sites, while reading a page or an article, the screen will scroll up to the top repeatedly. I'll scroll back down and often before getting back to where I was, it will scroll back up. It's as if I'm fighting the site. At first, when this behavior started a few months ago at most, I thought the problem was some kind of auto page refreshing, but it's so persistent and can be so immediately repetitive that I'm doubting that now. At one of the sites that it sometimes happens, nyt.com, they denied any knowledge of it and said to contact Apple. Thanks,

If the issue is occurring on specific web pages then it is most likely Ad's that they have in line with the text. I have this happen quite often to me and it makes navigating or reading a article or website very difficult. This is not a problem with Safari or the iPad but just poor web design and poor Ad placement by the website developer.

I don't think so. Why: 1) I use an ad blocker, actually two I think, and 2) it did it this morning repeatedly at a webmail site (fastmail) that doesn't allow ads with an email that doesn't have any ads (even if fastmail didn't prevent them).


There may be something else in computer site programming that's triggering it, or perhaps there's an app on my Mini that's doing it. Otherwise, it would seem to be the iOS. I repeat, this is a fairly recent development, as in two or three months at most, if I'm not mistaken.
