If I delete the number from my recent calls list, does that still keep the number blocked from all contacts?

IMHO no.

I have blocked 2 phone numbers, I added those 2 phone numbers in Settings ☞ Phone ☞ Block and identify callers.

So I can delete the list recent calls & missed calls, and those 2 phone numbers are blocked forever (until you once unblock the block).

Recent call history is just that, a log of recent calls. It has nothing to do with blocked numbers. Those remain unaffected, which you can easily check the list.
